To ask the Prime Minister what further guidance is being given to civil servants about their duties and responsibilities.

In the light of comments made by the Treasury and Civil Service Committee, the Defence Committee and the Civil Service unions, the Head of the Home Civil Service has revised the note of guidance on the duties and responsibilities of civil servants in relation to Ministers which he issued in February 1985. With my consent, he has issued the revised note today. A copy is annexed to this answer.
