To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the provision of additional assistance for black South Africans in South Africa.

In accordance with the agreements reached at the recent Commonwealth Heads of Government meeting, the Government propose to finance from the aid programme 20 new training places in Britain for black South Africans at a cost of an additional £200,000 a year. We shall also increase by £80,000 a year the £270,000 currently available under the heads of mission gifts scheme and the small projects scheme. This will bring our commitment for training and assistance for black South Africans to more than £21 million over five years. Additional assistance is under consideration through non-governmental channels.
