§ The Parliamentary Under-Secretary of State, Department of Trade and Industry (Lord Lucas of Chilworth)The Government agree that anti-dumping remedies should not be circumvented but wish to ensure that genuine investment is not discouraged. We have still to see whether changes in the draft proposals will be needed. The Government hope agreement can be reached this summer.
