asked the Secretary of State for Wales (1) why the proposal for an accident and emergency consultant for the Singleton casualty unit was referred to the Welsh Medical Manpower Committee; and in what circumstances he can make such a decision without referral to that committee;

flexibility to take full account of Welsh history and culture. We shall also need to ensure that proper provision is made for children who study through the medium of the Welsh language.

There is a wide measure of consensus that a national curriculum is now needed. The Government's firm belief is that it is possible and necessary to achieve the broadest agreement on the content of that curriculum on the basis of the best advice available. I look for a wide debate in Wales on our own particular needs and the closest involvement with the discussions throughout England and Wales which will contribute to the national curriculum.
