§ Mr. Kenneth Clarke[pursuant to his reply, 26 March 1987, c. 241]: Manpower Services Commission officials monitor labour market issues and developments in many other countries as a matter of course. In the past six months four MSC officials have paid visits to the United States on personal employment fellowships.
