asked the Secretary of State for the Home Department what evidence he has on the extent to which civil defence measures could be used to cope with a major nuclear reactor accident.

The Government believe that, particularly at local level, there are many similarities in the practical response to all major emergencies, including nuclear. Local authorities are encouraged to prepare emergency plans on an all hazards basis and those who properly meet their responsibilities under the civil defence regulations will have a range of resources — including trained staff, plans and communications facilities—that can be used effectively in any major peacetime emergency.
