Whether they are aware that a "provisional Nicaraguan government" has been established by the Contras, and what their intentions are as regards recognition of the government.
§ The Minister of State, Foreign and Commonwealth Office (Baroness Young)We arc not aware that the Contras have established a "provisional Nicaraguan government", although one of their leaders is reported to have said that this is their intention. The question of recognition does not arise, since it is our policy to recognise states rather than governments.
