§ Mr. StanleyThe extent to which it would continue to be necessary to station ground launched cruise missiles and Pershing II missiles in Europe would depend on the extent to which the Soviet Union was willing to eliminate its SS20 and SS4 missiles in the context of an INF agreement based on zero numbers, or equal numbers above zero, and which included effective verification procedures and the necessary collateral constraints on the short-range systems.
