§ Mr. TraceyThe considerations which led the Secretary of State for the Environment to allow this appeal by Arlington Securities are set out in the letter dated 25 September 1986 issued by the Department. My hon. Friend may be aware that the London borough of Bromley is seeking judicial review of that decision in the High Court and I am sure he will understand that in these circumstances it would not be appropriate for the Secretary of State to make a statement.
