§ Mr. Wyn RobertsNo, and this was made clear in Welsh Office circular 33/86 issued in July. Subsequently, Dyfed and Clwyd education authorities have matte bids for funds under the mistaken assumption that a letter from the Association of County Councils and the Association of Metropolitan Authorities, inviting local education authorities to participate in a pilot scheme for teacher appraisal, applied to Wales.
