Mr. Austin Mitchell

asked the Secretary of State for Energy how many people have been arrested for illegal possession of nuclear material off-site from a nuclear facility operated by (a) the United Kingdom Atomic Energy Authority, (b) British Nuclear Fuels plc, (c) the Central Electricity Generating Board and (d) the South of Scotland Electricity Board by the United Kingdom Atomic Energy Authority constabulary in each of the last three years.

asked the Secretary of State for Energy (1) how many people have been (a) detained and (b) arrested by the United Kingdom Atomic Energy Authority constabulary since 1976;

(2) how many visitors to the British Nuclear Fuels plc Sellafield site have been detained by the United Kingdom Atomic Energy Authority police as a result of contravening the site security regulations (a) May 1977 to May 1986 and (b) May 1986 to October 1986.

From 1976 up to and including October 1986 the United Kingdom Atomic Energy Authority constabulary have charged 197 individuals with minor theft and other offences. Since records of detention without charge have been required under section 50 of the Police and Criminal Evidence Act 1984, no one has been so detained by the UKAEAC, and those records which are still held from before that date also show no detentions. Between May 1977 and May 1986 three minor site security incidents at Sellafield were investigated without the persons concerned being either detained or charged. There was one further such incident in the period May 1986 to October 1986 involving a party from a Humberside school, on which I refer to the answer given to the hon. Member on 31 October, column 267.
