asked the Secretary of State for the Environment what advice he gives to local authorities and other bodies on photocopying departmental circulars.

My Department does not issue formal advice to local authorities and other bodies on photocopying Departmental circulars. Advice is given as and when the need arises. Most cases are referred to Her Majesty's Stationery Office in whom Crown copyright is vested and who, as Government publishers, issue the majority of my Department's circulars.
