§ Mr. Hayhoe[pursuant to his reply, 21 May 1986]: The proposal from the European Commission, which I will be discussing with my Community colleagues in Brussels on 29 May, is for a programme of action on cancer prevention rather than research and treatment. Its objectives of enhanced co-operation among member states with a view to a reduction in cancer mortality do, in my view, merit strong support with my colleagues to resolve outstanding issues and reach early agreement.
