asked the Secretary of State for Transport if he will make a statement on initiatives to discourage heavy vehicles from using inadequate roads, particularly in urban areas.

One of the Government's main priorities is to carry forward the development of a network of national roads that provide attractive and effective routes for heavy vehicles.

Our policy for lorry management on local roads was set out in circular 2/82. It encourages local authorities to introduce local lorry management measures where this would achieve environmental benefits having due regard to the costs imposed on operators.

The Department is now engaged in a joint study with the Civic trust and three county councils to test a range of low-cost lorry management measures with the arm of producing guidelines.
