§ Mr. WhitneyMost departmental circulars are directed at health authorities and therefore bear an inscription that they may be freely copied by those authorities. The same rule would, of course, apply to other circulars, for example, HN(86)11, but to make the point even clearer future circulars will spell this out in more detail. There are no restrictions on the type of reproduction methods that may be used.
