§ Mr. John MacKayThe Government's expenditure plans are expressed in cash terms. Present plans are for gross expenditure on the prisons service in Scotland to increase from £69.45 million in 1986–87 to £75.45 million in 1988–89. Using the GDP deflator, this represents an increase of 2 per cent. in real terms. Planned provision for the prison service for the forward years will be reviewed in the course of the 1986 public expenditure survey.
