asked the Secretary of State for Scotland if he has any plans to initiate changes in social and employment policies in Scotland in the light of the conclusion of the report of Dr. Martin Plant asserting a link between unemployment and drug addiction, a copy of which has been sent to him; and if he will make a statement.

As the Advisory Council on the Misuse of Drugs has recognised, there are many reasons for the increase in drug misuse. The conclusions in Dr. Plant's report do not establish any need to revise the Government's social and economic policies within which a high priority is attached to tackling the problem of drug misuse.
