asked the Secretary of State for the Home Department whether he will introduce proposals for a police complaints procedure wholly independent of the police force.

No. The Police Complaints Authority was established only on 29 April 1985 but is already demonstrating its value as a wholly independent body supervising the investigation of serious complaints against the police.
