§ Mr. Alfred Morrisasked the Secretary of State for Social Services if he will list for each of the last five years for which figures are available the number of persons in receipt of attendance allowance who were invited to make a fresh claim at age 16 years; if he will list in each case the number who consequently (a) retained the higher rate allowance, (b) were reduced from the higher to lower rate, (c) had the allowance at the higher rate withdrawn entirely, (d) retained the lower rate, (e) had the lower rate increased to the higher rate and (f) had the allowance at the lower rate withdrawn; and in respect of paragraphs (b), (c), (d) and (f), if he will give the proportion of those concerned who requested a review of the decision and the proportion of reviews which were successful.
§ Mr. NewtonI regret that the information requested is not available except at disproportionate cost. A research survey by York university of 293 16-year-olds, however, found that 230 had their allowance maintained at age 16 (78 per cent.). Of the remainder, six were increased from lower rate to higher rate, and the rest reduced either from higher to lower, or from higher or lower to no award. 26 claimants sought a review. Of these 12 lower rate became higher rate and three no awards became lower rate.
