asked the Secretary of State for Transport when his Department's review of the modernisation of ship registration arrangements was completed; what conclusions it reached; and what action he proposes to take.

Two years ago my hon. Friend the Minister of State announced the Government's intention of modernising this area of law and he invited comments on proposals that were set out in a consultative document that was put to all the interested parties. The responses were most helpful and I have considered them carefully. This is a complex technical subject and some problems are still unresolved. But I envisage introducing appropriate amending legislation if and when parliamentary time can be found.
