§ Mr. Kenneth BakerFigure J3 illustrates the pattern of changes in income for local authorities which could result from the implementation of the grant and non-domestic rate changes proposed in the Green Paper. Like all the illustrations in the Green Paper it is based on 1984–85 expenditure, GRE and grant figures and on notional rate poundages as calculated for block grant purposes, disregarding grant holdback. At the level of aggregation provided in the Green Paper, calculations based on the assumption that the relative magnitudes of these figures will remain unchanged give a reasonable guide to the likely impact of the proposals. At the level of individual authorities, however, it is unlikely that these assumptions would still be valid by the time any changes were implemented. So the figures for individual authorities could not be regarded as a reliable guide to the impact of the proposals at that level.
