Mr. Chapman

asked the Secretary of State for the Home Department what information he has about the relative costs incurred by the Greater London council as compared with other local authorities in issuing licences under the Cinemas Act 1985.

Mr. Mellor

The only information available to us derives from a survey which we undertook into costs incurred by local authorities in the financial year 1983–84. This indicated that the average cost incurred by 12 local authorities outside Greater London was £119 while that incurred by the GLC was at least four times as great (making allowance for applications submitted as a result of the coming into force of the Cinematograph (Amendment) Act 1982 which were either withdrawn or refused).
