asked Her Majesty's Government:

What is the present position concerning the following payments:

  1. (a) attendance and other allowances and expenses to members of district councils in Northern Ireland where normal business has been adjourned or suspended;
  2. (b) salaries and expenses to Members of the Northern Ireland Assembly whilst its functions under the Northern Ireland Act 1982 are not being fulfilled;
  3. (c) salaries and expenses to Members of the House of Commons who refuse to attend sittings of the House or to conduct normal constituency business.

The payment of attendance and other allowances and expenses to members of district councils is a matter for each district council, within the limits laid down by regulations made by the Department of the Environment for Northern Ireland. The Government have no information about the effect on payments of the suspension or adjournment of council business. Members of the Northern Ireland Assembly who have signed the roll are entitled to a salary and to reimbursement of specified expenses until such time as the Assembly is dissolved. All members of the House of Commons are entitled to a salary and to reimbursement of Parliamentary expenses once they have taken the Oath.
