What areas of the United Kingdom have been designated as qualifying for exceptionally severe weather payments to people on supplementary benefits; and what was the qualifying temperature in each case.

I understand that as at 4th March adjudication officers in every local office in mainland Britain have declared that the weather has been exceptionally severe in their area. Only Lerwick (Shetland) has not yet made such a declaration. Information on the local temperatures is not available.
