asked Her Majesty's Government:

Whether they have now studied the two volumes of the SCOPE Report on the Environmental Consequences of Nuclear War, and particularly the Executive Summary to Volume I, and if so whether they continue to hold the opinion that, "It is clear that no firm conclusions can yet be drawn" on the nuclear winter hypothesis (H.L. Debates (col. 1153) 15th January 1986).

The full text of Volume I of the SCOPE Report has yet to be published. The summary referred to indicates that, while the authors agree that climatic disturbances as a result of a nuclear exchange are possible, they conclude that the major uncertainties involved require further work to test conclusions and to quantify the possible effects. The Government remain of the view therefore that no firm conclusions can yet be drawn.
