asked the Secretary of State for the Environment what is his policy in respect of the use by local authorities of private contractors for street cleansing and litter collection.

Mrs. Rumbold

The Government firmly believe that local authorities should give private contractors the opportunity of tendering for street cleansing, and will introduce legislation to require them to do so as soon as the parliamentary timetable permits.
