asked the Secretary of State for Transport if he will take steps to permit those who wish to display the sign D for dysgwr in place of L for learner in Wales when learning to drive a motor vehicle.

No. The distinguishing mark of the novice driver, "L" is prescribed by the Motor Vehicles (Driving Licences) Regulations 1981.

However, provided that the basic requirements of the regulations are complied with, there is nothing to prevent a learner driver in Wales from displaying the letter "D" as well as the mark "L".
