§ Mr. Trippier[pursuant to his reply, 23 June 1986, c. 15–16]: A proposal for a technical and vocational education initiative project from Kirklees education authority was approved to start in autumn 1984, but was subsequently withdrawn by the local authority before negotiations were completed.
