asked the Secretary of State for the Home Department how many prisoners will have to continue with the practice of slopping out after 1991.

Mr. Mellor

On the basis of the building schemes at present in progress or planned there will he just under 20,000 places in 1991 lacking access to sanitation. After that there will he further reductions. The number of prisoners slopping out in 1991 would be higher by the extent that there was then still overcrowding in the prisons which lacked access to sanitation.
