§ Mr. Barry Jonesasked the Secretary of State for Wales if he will give for each Welsh health authority the percentage change in expenditure since 1979 expressed in (a) cash terms, (b) deflated by the gross domestic product deflator and (c) deflated by the National Health Service deflator; and if he will make a statement.
§ Mr. Mark RobinsonThe percentage increase in total health authority expenditure between 1979–80 and 1984–85 in cash terms and deflated by the GDP deflator was as follows:
Health authority Increase in cash terms percentage Increase deflated by GDP deflator percentage Clwyd 83.2 19.9 East Dyfed- Pembrokeshire* 85.6 21.5 Gwent 75.6 14.9 Gwynedd 92.3 25.8 Mid Glamorgan 75.1 14.6 Powys 76.9 15.7 South Glamorgan 72.6 12.9 West Glamorgan 80.9 18.4 Total 78.7 16.9 Note: Actual expenditure details for 1985–86 arc not yet available.
* East Dyfed and Pembrokeshire health authority were set up on 1 April 1982; consequently the expenditure for those two authorities since 1982–83 have been combined for comparison purposes.
It is inappropriate and misleading to revalue expenditure of individual health authorities by reference to the national NHS indices of pay and prices because of the composition of the individual authorities' expenditure can vary substantially from the national average.
