Mr. Winnick

asked the Secretary of State for the Environment (1) what conditions have been made by his Department regarding the modernisation of the Rose Hill estate, Willenhall by the Walsall metropolitan borough council; and whether consultations with the tenants are being held by his officials over these conditions;

(2) if he will state the up-to-date position regarding additional funding from his Department to the Walsall metropolitan borough council to modernise the Rose Hill estate in Willenhall; and when it is proposed for the work to be carried out by the local authority.

The Department's urban housing renewal unit and regional office have discussed with Walsall borough council the prospects for an extra housing investment programme allocation and a community refurbishment scheme on the Rose Hill estate. Revised proposals have only just been received and are currently being considered by the Department. There are no rigid pre-conditions for schemes supported by the urban housing renewal unit, but local authorities are encouraged to introduce improved estate-based housing management and to take full advantage of any opportunities which may exist for obtaining private sector contributions. The local authority will also he expected to have consulted the tenants of the estate about any such proposals.
