asked the Secretary of State for the Environment what is his latest estimate of the accumulated capital receipts held by local authorities at the end of 1984–85.

My Department has now collected information from local authorities on their accumulated capital receipts. At the end of 1984–85 local authorities in England held £6.2 billion of accumulated receipts which, subject to the relevant prescribed proportions, gave rise to spending permission under the capital control system. Of this total, £3.8 billion was backed by cash; the remainder had been used for purposes such as debt repayment.
