Mr. Thurnham

asked the Secretary of State for Trade and Industry if, pursuant to his answer of 16 May, Official Report, column 569, to the hon. Member for Stoke-on-Trent, Central (Mr. Fisher) he will seek to amend the Copyright Act 1956 to add sculptured portraits to the statutory exceptions listed under section 4(3).

As recently announced in the White Paper "Intellectual Property and Innovation" (Cmnd. 9712) at page 66, the Government have concluded that it is unnecessary and undesirable to amend either the basic ownership provision or the existing specific exceptions to that provision in the Copyright Act 1956. Accordingly, I am not seeking to add sculptured portraits to the statutory exceptions listed under section 4(3) of this Act.
