asked the Secretary of State for Transport if he will make a statement on current responsibilities for emergency repairs to the midland link motorways.

The current responsibilities are as announced by the then Minister of State for Transport on 19 August 1985: Birmingham city council is the Department's agent for the surface maintenance of the midland links, including emergency repairs; and the structures below deck level remain the responsibility of the Department's consultants. Emergency repair work is being handled as normal under these arrangements.
