§ Mr. MooreI am keen to ensure that as many foreign lorries as possible are weighed at the ports and we intend to provide axle weighbridges at all the ferry ports, with driver self-weigh facilities where conditions permit. However, it would not be possible, without adding unacceptably to congestion, delay and enforcement costs, to require all incoming vehicles to be weighed.
