§ Mr. Norman LamontNo. The VAT provisions included in the Finance Act 1985, particularly the default surcharge which is to be implemented on 1 October this year, are expected to reduce the arrears of VAT significantly. The Inland Revenue already vigorously pursues unpaid capital gains tax and corporation tax. I see no need for further measures of the kind proposed.
