§ Mr. MellorSince allocation to an open prison depends upon a number of factors including a prisoner's security category, his or her medical condition, and suitability for the type of accommodation available (typically clormitories) and since at a number of open prisons there are agreements with the local authorities restricting the type of prisoner who may be sent there, it is not possible to give an accurate figure of the number of prisoners eligible for open prisons.
