There are no grounds to justify a general policy of curtailing the stay or deporting all Libyan student engineers currently under training at airports here. But Libyan nationals remain subject to the strict immigration controls announced by my right hon. and learned Friend, the then Home Secretary, on 1 May 1984, and all applications from them are closely scrutinised.
