§ Mr. EggarIt is not normal international practice to impose preconditions on the establishment of consular or diplomatic relations. We hope that the election of a democratic Government in Guatemala will facilitate a resumption of official relations, for which we have always been ready. No date for further discussions about this has been arranged.
