§ Mr. Kenneth ClarkeProgress in setting up two-year YTS has been excellent. The new programme will begin on 1 April, but already some 86 per cent. of the required 497W places are definitely or likely to be provided. Around 86 per cent. of basic places have been found, and also 84 per cent. of premium places, which are designed to help young people and parts of the country with special needs. Our aim is to provide high quality training for young people of all abilities and circumstances, and the record shows we are well on the way to achieving that.
