HC Deb 25 February 1986 vol 92 c498W
Mr. Conway

asked the Secretary of State for Transport whether he has any estimate of the number of vehicles in use on public roads without insurance cover.

Mr. Michael Spicer

In 1984, the most recent year for which figures are available, there were 194,378 findings of guilt by magistrates' courts in England and Wales for using a motor vehicle without having insurance covering personal injury to third parties as required by law. I am not aware of any reliable estimate of the number of vehicles actually being used without insurance.
