My right hon. Friend has received 446 representations that referred specifically to the Green Paper "The Development of Higher Education into the 1990s" and several hundred more concerning aspects of higher education policy that were covered in the Green Paper. The nature of the representations and the concerns expressed have varied widely. The issues most frequently raised have been: the funding of higher education, including research; future student numbers; the subject balance within higher education; and links between higher education and industry.
