§ The Prime MinisterThe Government attach great importance to promoting measures which enhance and support the capacity and well-bing of carers, and this aspect is borne in mind in the development of all relevant policies. Apart from encouraging those providing health and personal social services to take account of the needs of informal carers in their planning and provision of services and making grants to carers' organisations, my right hon. Friend the Secretary of State for Social Services has launched an initiative, "Helping the Community to Care" which is designed to explore and improve the quality of support given to carers by statutory and voluntary bodies.
