§ Mr. Peter BottomleyCircular 1/85 was addressed to district councils among others. It contains guidance on the preparation of transport policies and programmes for 1986–87 and explains the operation of transport supplementary grant. Further advice is available though informal contacts between officials and officers of highway authorities and the appropriate local authority Associations. The Department's regional offices will be pleased to advise councils on any particular questions they may wish to raise.
