asked the Chancellor of the Exchequer under what authority the exchange equalisation account is used to meet the Government's own foreign currency expenditure.

Under section 1(3) of the Exchange Equalisation Account Act 1979. The Government Departments concerned account to Parliament for their expenditure in the normal way.
