HC Deb 04 February 1986 vol 91 c133W
Mr. Greg Knight

asked the Paymaster General whether any change will be made to the cash limits for the Department of Employment group.

Mr. Kenneth Clarke

Subject to parliamentary approval of the necessary Supplementary Estimates, the cash limit for Class IV, Vote 15, (Manpower Services Commission) will be increased by £19 million from £1,344908,000 to £1,363,908,000 to cover extra requirements for YTS and for new pilot schemes for the long-term unemployed; and the cash limit for Class IV, Vote 16 (Department of Employment administration) will be increased by £2,052,000 from £248,960,000 to £251,012,000 to cover extra costs of £6 million for administration of the unemployment benefit service, partly offset by extra receipts totalling £3,948,000 from the national insurance fund (although this offset will not reduce public expenditure). These cash limit increases are more than fully offset by a reduction of £28 million in the cash limit for Class IV, Vote 12, (Labour market services) from £865,950,000 to £837,950,000 reflecting expected savings on the community programme, so no net increase in public expenditure is involved.
