Mr. Madden

asked the Secretary of State for the Environment what criminal sanctions people will face who fail to register in relation to the community charge he is proposing in "Paying for Local Government", Cmnd. 9714; and if he will make a statement.

Mr. Waldegrave

This must be a matter for consultation with local government and other interested parties. We had envisaged that the sanction would be similar to that presently applying for electoral registration purposes.

Mr. Boyes

asked the Secretary of State for the Environment if, under his proposals in, "Paying for Local Government", the community charge precepted by parish and community councils is envisaged to be precepted in addition to sums precepted by the rating authorities for their own purposes; and if it is envisaged that the community charge payable by persons living within the area of a particular parish will reflect, as regards the parish community charge, solely the charge raised by that parish.

We envisage that indivudal community charges would be the sum of the amounts levied by all the local authorities, including any parish council precept.
