asked the Secretary of State for Education and Science what will be the capital costs of establishing each city technology college in (a) a new building or (b) a converted building.

Mr. Dunn

It is impossible to give detailed costings at this stage. The capital costs of establishing a city technology college will depend on various factors such as local property prices, the extent of any gifts or loans of furniture and equipment, and the size of the school. However, as a guide the Department has estimated that on average the total capital cost of a city technology college in converted premises would be between £3 million and £6 million, and that on average the total capital cost of a city technology college in new premises would be between £7 million and £10 million.

asked the Secretary of State for Education and Science what proportion of the capital costs for the establisment of a city technology college his Department intends to be provided by (a) local business, commerce and industry, (b) his Department, (c) local authorities and (d) charities.

Mr. Dunn

My right hon. Friend intends that all or a substantial part of the capital costs for the establishment of a city technology college will be met from private sources such as industry and commerce or educational charities. Some assistance towards capital costs may be available from the Department. It is open to local education authorities to assist promoters by releasing surplus buildings for this purpose. The exact mix of funding will depend on the local circumstances of each individual CTC.
