§ Mr. LangThe restart programme and the community programme are the two principal measures designed to assist the long-term unemployed.
In the restart programme, which was introduced nationwide on 1 July 1986, Scottish figures show that 89 per cent. of the client group identified to date have been contacted, with 71 per cent. being either counselled or excused counselling. An offer of assistance was made to 91 per cent. of those interviewed. 75 per cent. of interviewees accepted the offer.
On 31 October 1986 there was a total of 32,121 filled places on community programme projects in Scotland. During the year to 30 September 1986 there were 38,976 entrants to the community programme, of whom 58.2 per cent. had been unemployed for 12 months or more.
These figures provide a good indication of the high proportion of long-term unemployed people in Scotland now benefiting from Government employment measures.
