No. Current legislation places a responsibility on drivers to maintain proper control of their vehicles at all times. A motorist who fails to do so as a result of distraction or lack of concentration is liable to prosecution. The revised "Highway Code", to be published in January, advises drivers not to use a hand held telephone while their vehicle is moving, except in an emergency.
